The report explains that current quantum computers operated in the NISQ era with around 100 logical qubits, far below the estimated 2,330 logical qubits needed to break Bitcoin’s elliptic curve cryptography. The quantum threat will not appear overnight as a sudden “Q-Day.” It will emerge through a gradual, multi-stage process.

However, the report also notes that Bitcoin’s decentralized governance and historically cautious approach to major upgrades could make it difficult to implement post-quantum cryptography across the network. A protocol-level upgrade to protect 35% of supply is not simple.

The Federal Reserve has issued a separate warning about a threat vector that makes the timeline more urgent than many realize. The “harvest now, decrypt later” (HNDL) strategy means that attackers can download or intercept encrypted blockchain data today, store it, and wait for quantum computers to become powerful enough to decrypt it.

Distributed ledgers like Bitcoin are particularly vulnerable because their entire transaction histories are public, permanent, and based on cryptographic methods that quantum computers are expected to defeat. The data that is being collected right now will be readable someday. That includes your public keys.
